MY NAME IS KIMBERLY SMITH, AND I'M THE PLANNING AND COMMUNITY DEVELOPMENT DIRECTOR FOR THE CITY OF EASTPOINTE.

UNDER OUR PURVIEW, WE MANAGE THE PLAN REVIEW PROCESS FOR ANY TYPE OF DEVELOPMENT THAT GOES ON IN THE CITY.
WE ALSO ISSUE ANY PERMITS THAT IS ASSOCIATED WITH PLAN REVIEW AND DEVELOPMENT IN THE CITY.
WE IMPLEMENT THE ZONING ORDINANCE, WHICH ARE THE LAND DEVELOPMENT LAWS THAT ARE ASSOCIATED WITH DEVELOPMENT AND BUILDING ON PROPERTY.
AND WE ALSO IMPLEMENT OUR COMPREHENSIVE PLAN, WHICH IS A DOCUMENT THAT TELLS US OVER A PERIOD OF TIME HOW WE AND YOU ALL WANT THE CITY OF EASTPOINT TO GROW FROM A LAND DEVELOPMENT PERSPECTIVE, FROM ENVIRONMENTALLY AND JUST OVERALL TRANSPORTATION WISE, JUST IN GENERAL, HOLISTICALLY, HOW THE COMMUNITY WANTS THE CITY OF EASTPOINTE TO GROW OVER A PERIOD OF TIME.
WE RECENTLY UPDATED OUR COMPREHENSIVE PLAN.
WELL, NOT RECENTLY BECAUSE IT'S BEEN ABOUT A COUPLE OF YEARS NOW. SO WE'RE ABOUT IN THE MIDDLE POINT OF THAT DOCUMENT.
AND WE HAVE A LOT OF NEW FACES, A LOT OF NEW PEOPLE.
CITY OF EASTPOINTE IS REALLY UNDER A VERY, VERY BIG GROWTH SPURT RIGHT NOW.
AND SO WE THOUGHT AGAIN THAT IT WOULD BE A VERY, VERY GOOD IDEA TO REACH OUT TO THE COMMUNITY TO PROVIDE FOR COMMUNITY ENGAGEMENT AND FOR YOU ALL TO KNOW AS HOMEOWNERS, INVESTORS AND JUST PEOPLE INTERESTED IN INVESTING IN THE CITY OF EASTPOINTE.
HOW DO YOU DO THAT? AND SO OUR DEPARTMENT IS THE FIRST STOP FOR ANYTHING BUILDING ZONING OR WHAT HAVE YOU UNDER OUR PURVIEW ALSO IS BUSINESS LICENSING.

THE INTERNATIONAL RESIDENTIAL CODE SAYS THAT IF IN AN EMERGENCY, YOU HAVE TO GET A CONTRACTOR OUT THERE TO STOP A WATER LEAK TO, TO TO PUT A TARP ON THE ROOF TO, YOU SEE, LIKE AN ELECTRICAL BREAKER THAT'S SPARKING OR HVAC AND IT'S 100 DEGREES OR A TREE FELL ON YOUR HOUSE AND YOU NEED TO GET THE TREE OFF. THE CODE LITERALLY SAYS WHERE EQUIPMENT REPLACEMENT AND REPAIRS MUST BE PERFORMED IN AN EMERGENCY SITUATION.
THE PERMIT APPLICATION SHALL BE SUBMITTED WITHIN THE NEXT WORKING BUSINESS DAY.
SO TO PUT HOMEOWNERS AT EASE WHEN YOU'RE IN AN EMERGENCY, THAT CONTRACTOR NEEDS TO DO WHATEVER NEEDS TO BE DONE TO GET IT MINIMALLY SAFE.

IT CANNOT BE IN A BUSINESS NAME.
ACCORDING TO STATE LAW, IT CANNOT BE IN A BUSINESS NAME BECAUSE THAT STILL LOOKS LIKE IT CAN BE FLIPPED.
BUT THE STATE OF GEORGIA SAYS IF YOU'RE A HOMEOWNER, WE'LL LET YOU WORK ON YOUR OWN HOUSE BECAUSE YOU'RE ASSUMING THE RESPONSIBILITY FOR THE WORK. BUT IF IT'S IN A BUSINESS NAME, WE CANNOT ISSUE IT TO YOU AS A HOME OWNER.

THE NEXT THING, A SPECIALTY TRADES.
THESE ARE THE ONES THAT ACCORDING TO STATE LAW, THEY DON'T HAVE TO PASS A CERTIFICATION SUCH AS A ROOFER.
YOU MIGHT SEE DOCTOR ROOF YOU MIGHT HAVE A CONCRETE COMPANY THAT JUST WANTS TO POUR CONCRETE FOR THE DRIVEWAY.
THOSE ARE TRADES THAT ACCORDING TO STATE LAW, THEY DON'T HAVE TO HAVE A STATE CERTIFICATION, BUT THEIR BUSINESS LICENSE DOES SHOW THAT THEY SPECIALIZE IN THIS TRADE.
SO AS LONG AS THEY DON'T HAVE TO HAVE A STATE CERTIFICATION AND THEY COME TO US WITH A BUSINESS LICENSE, WE'LL ISSUE THEM THAT TYPE OF PERMIT.
SO IT'S LISTED THERE. YOU HAVE ROOFERS, LANDSCAPERS, CONCRETE WINDOWS, INSTALLERS, FENCE INSTALLERS, SIDING, ONLY CERTAIN HANDYMEN.
WE HAVE TO BE TRICKY. A HANDYMAN CAN KIND OF COME IN AND TRY TO DO SOMETHING THAT ONLY A GC CAN DO. SO THEY COME IN AND SIT DOWN WITH US.
WE WE GO THROUGH IT. WE JUST WANT TO MAKE SURE WE ISSUE THE PERMIT CORRECTLY.

WE CAN ISSUE A PERMIT TO A HOMEOWNER, A CONTRACTOR, OR A SPECIALTY TRADE. WHAT DO THEY HAVE TO BRING? IF YOU BRING ALL OF THIS, YOU'RE GOING TO GET YOUR PERMIT.
DOES THAT PUT YOU AT EASE? THAT THAT IS PRETTY MUCH FOR A HOMEOWNER.
WE NEED YOUR ID. YOU HAVE TO SIGN A HOMEOWNER'S AFFIDAVIT, AND YOU NEED TO PROVE THAT YOU OWN THE HOME.
WE'RE LOOKING FOR A TAX BILL OR THE DEED STAMPED BY FULTON COUNTY.
WE SAY THAT BECAUSE YOU CAN HAVE A SETTLEMENT STATEMENT, BUT IF YOUR CLOSING ATTORNEY OR THE THAT SETTLEMENT STATEMENT HAS NOT BEEN FILED WITH

FULTON COUNTY YET, WE STILL HAVE TO KIND OF WORK WITH YOU.IT NEEDS TO BE FILED WITH THE COUNTY CLERK.
THAT WAY, EVEN IF IT'S NOT UPDATED AT FULTON COUNTY, WE AT LEAST KNOW THAT EVENTUALLY IT WILL BE AND WE CAN KEEP RIGHT ON MOVING FOR A CONTRACTOR. SAME THING, BUT A LITTLE BIT MORE ID.
THEY HAVE TO PROVE THAT THEY HAVE AN UPDATED STATE CARD WITH THE SECRETARY OF STATE'S OFFICE. CONTRACTORS KNOW THIS.
THEY HAVE TO PROVE THAT A COPY OF THEIR BUSINESS LICENSE, WHEREVER THEY'RE PAYING THEIR LOCAL BUSINESS TAX TO.
THAT'S WHAT WE NEED. ANYWHERE IN THE STATE OF GEORGIA.
AND EVEN IF THEY'RE OUT OF STATE, SOMETIMES WE CAN WORK WITH THEM TO GET A LOCAL BUSINESS LICENSE ISSUED TO THEM.
BUT THEY HAVE TO ALSO HAVE A BUSINESS LICENSE IN THE STATE OF GEORGIA.
LASTLY, A LOT OF THE CONTRACTORS WILL TELL YOU I'M TOO BUSY.
I'M NOT GOING DOWN THERE TO THE PERMIT OFFICER.
I'M GOING TO SEND SOMEBODY ELSE. THAT'S OKAY.
THEY CAN REPRESENT THE CONTRACTOR.
CONTRACTOR. GIVE THEM AN AUTHORIZED AGENT FORM SAYING THAT, HEY, I'M GIVING THEM ALL MY INFORMATION.
I'M SENDING THEM ON MY BEHALF.
THE ONLY REPRESENTING THE CONTRACT.
BUT IT'LL STILL BE ISSUED TO THE CONTRACTOR. SPECIALTY TRADE.
