TWO YEARS AGO, THE PUBLIC FOUND OUT WHAT EVERYONE WANTED TO KNOW WAS HOW IT COULD HAVE HAPPENED, AND THERE WERE THREE ANSWERS. THE FIRST WAS THAT SOMEONE IN THE CITY MUST HAVE BEEN INVOLVED, AND THAT AN INSIDER HAD COOPERATED WITH THE THIEVES.
THERE WAS A LOT OF FINGER POINTING. THE SECOND WAS THAT CITY EMPLOYEES MIGHT NOT BE INVOLVED, BUT THEY'D CERTAINLY BEEN GULLIBLE. PEOPLE CALLED FOR BETTER TRAINING, ESPECIALLY IN HOW TO RECOGNIZE PHISHING SCAMS. THE THIRD ANSWER WAS LESS SENSATIONAL, BUT MORE DEPRESSING.
IT WAS THAT MEMBERS OF OUR FINANCE DEPARTMENT HAD JUST BEEN CARELESS.
WE NOW KNOW THAT NO EVIDENCE OF ANY EMPLOYEES INVOLVEMENT WAS EVER FOUND, AND THAT OUR CITY WORKERS ARE NO MORE GULLIBLE THAN THE REST OF US. THE AUDITOR'S JUDGMENT IS CLEAR.
IT WAS JUST CARELESSNESS WHEN EMPLOYEES IN OUR FINANCE DEPARTMENT RECEIVED AN INVOICE FOR PROFESSIONAL SERVICES RENDERED AND ASKING FOR $198,000, AND THEN A SECOND ASKING FOR $297,000. AND THEN A THIRD FOR $289,000, AND THEN A FOURTH FOR $434,000. IN EACH CASE, THEY SET UP THE WIRE TRANSFER AND SENT THE MONEY. NOBODY BOTHERED TO AUTHENTICATE THE VENDOR TO MAKE SURE THE WIRE WAS GOING WHERE THE INVOICE CLAIMED. TO ASK WHAT THESE PROFESSIONAL SERVICES WERE, OR TO CHECK THE EMAIL

AN INCREASE OF $844,000 IN THE ELECTRIC FUND, WITH NO RECORD OF WHERE THE MONEY WENT.
$130,000 PAID TO A FORMER COUNCILMAN FOR SERVICES SUPPOSEDLY PERFORMED BY VOLUNTEERS.
AN OUTSTANDING UTILITY BILL OF OVER $13,000 AT THE ADDRESS WHERE A CURRENT COUNCIL MEMBER RESIDES, AS WELL AS UNEXPLAINED ADJUSTMENTS OF EARLIER BILLS AT THE SAME ADDRESS.
AND PERHAPS MOST UNSETTLING OF ALL. THE ACKNOWLEDGMENT BY A SENIOR OFFICIAL IN THE FINANCE DEPARTMENT THAT SHE DIDN'T KNOW THE CITY HAD A POLICY ON CONFLICTS OF INTEREST. AFTER VISITING WITH CITY ATTORNEY WE HAD A DATE THAT WE HAD TO POSTPONE BECAUSE IT WASN'T PROPERLY BROUGHT TO COUNCIL TO ACTUALLY RATIFY THE DATE. AND SO THIS IS WHAT WE'RE DOING NOW, RATIFYING THAT DATE, AND WE'RE ABLE TO MAKE THE 23RD WORK.
