A CI IS WHAT IT'S KNOWN SHORTHAND. IT'S REQUIRED BY THE STATE OF ANY COMMUNITY THAT WISHES TO INITIATE AND MAINTAIN A DEVELOPMENT IMPACT FEE PROGRAM. ULTIMATELY, IF THE CITY ENDS UP MOVING FORWARD AND ADOPTING AN IMPACT FEE PROGRAM, THE CI IS THE DOCUMENT THAT IDENTIFIES ALL OF THE CAPITAL PROJECTS THAT ARE ELIGIBLE FOR IMPACT FEE FUNDING.
IT HAS TO BE REVIEWED BY DCA, AND PART OF THEIR REVIEW PROCESS INCLUDES A PUBLIC HEARING.
ULTIMATELY, IF IT IS ADOPTED, IT WILL AUTOMATICALLY BECOME PART OF THE CITY'S COMPREHENSIVE PLAN.
AND SPECIFICALLY THE CITY HAS ELECTED TO LOOK AT PARKS, PUBLIC SAFETY AND ROAD IMPROVEMENT PROJECTS AS THE FOCUS OF THE DEVELOPMENT IMPACT FEE STUDY. SO THE CE DRAFT DOCUMENT IDENTIFIES FUTURE NEEDS IN TERMS OF CAPITAL PROJECTS PERTAINING TO ROADS, PARKS AND PUBLIC SAFETY NEEDED TO SERVE FUTURE GROWTH OVER THE COMING DECADES.
THE NEEDS ARE BASED ON POPULATION, HOUSING AND EMPLOYMENT FORECASTS, AS WELL AS WHAT SERVICES ARE CURRENTLY IN PLACE FOR THE COMMUNITY. IN OTHER WORDS, WHAT HOW MANY PLAYGROUNDS ARE IN PLACE? HOW MANY FIRE TRUCKS? WITH THE ASSUMPTION THAT FUTURE GROWTH IS GOING TO NEED TO BENEFIT FROM SIMILAR SERVICES? SO WE LOOK AT WHAT'S CURRENTLY IN PLACE TO SERVE THIS COMMUNITY.
THE SEE IS LONG RANGE IN SCOPE, BUT WE ALSO HAVE TO IDENTIFY NEAR-TERM PROJECTS.
UNDERSTANDING THAT IMPLEMENTATION YEARS AND PROJECT COSTS THAT ARE SHOWN IN THE SEE, OF COURSE, SUBJECT TO CHANGE THE SEA PROVIDES THE BASELINE FOR THE NEXT STEP, WHICH IS TO ACTUALLY CALCULATE THE MAXIMUM FEES THAT COULD BE CHARGED TO HELP PAY FOR THE PROJECTS THAT ARE IN THE SEA.
BUT THIS DOCUMENT ITSELF HAS NOTHING TO DO WITH FEE CALCULATIONS.
THAT'S NOT THE PURVIEW OF DCA. THEY'RE JUST LOOKING AT THE THE OVERALL PROJECT LISTING AND WHETHER IT MEETS THEIR REQUIRED STANDARDS AS IT, AS WE PROGRESS IN THE OVERALL STUDY.

AND THEN FOR LAW ENFORCEMENT THERE IS AN IDENTIFIED NEED FOR IDEALLY A BACKUP CENTER FOR E-911 OPERATIONS FUTURE BUILDING EXPANSION, WHETHER THAT'S AN ADDITIONAL POLICE PRECINCT OR EXPANSION OF THE LAW ENFORCEMENT CENTER.
AND THEN A HEAVY VEHICLE THAT'S ONLY PARTIALLY IMPACT FEE ELIGIBLE.
YOU DO NOT SEE UNDER LAW ENFORCEMENT SQUAD CARS BY STATE LAW ANY PROJECTS HAVE TO HAVE A SERVICE LIFE OF AT LEAST TEN YEARS. AND SO DUE TO THE WEAR AND TEAR ON PATROL VEHICLES, WE CAN ONLY INCLUDE HEAVIER, SPECIALIZED VEHICLES SUCH AS A MOBILE COMMAND CENTER WHEN IT COMES TO LAW ENFORCEMENT.
OOPS, SORRY. AND THEN FINALLY, FOR ROAD IMPROVEMENTS.
THIS IS LOOKING AT THE YOU HAVE A 2020 COMPREHENSIVE TRANSPORTATION PLAN FOR THE SOUTH FULTON REGION THAT'S IN PLACE. OF COURSE, IT'S BEING UPDATED. BUT THAT IN WORKING WITH, IN CONJUNCTION WITH THE PUBLIC WORKS DEPARTMENT, WAS THE SOURCE FOR SOME CAPACITY ADDING ROAD PROJECTS THAT ARE POTENTIALLY ELIGIBLE FOR IMPACT FEE FUNDS.
IMPACT FEES CAN'T BE USED FOR ROAD MAINTENANCE.
CAN'T BE USED FOR REPAVING OR ANY RESTRIPING.
BUT IT'S FOR PROJECTS THAT ARE INTENDED TO GET MORE CARS ON THE ROAD AS YOU HAVE GROWTH AND DEVELOPMENT, ROAD WIDENINGS, INTERSECTION IMPROVEMENTS, ETC..
WHAT CAN FACILITATE ADDITIONAL TRAFFIC THAT IS ANTICIPATED TO COME ONLINE AS THE AREA GROWS? THIS ALSO BEARS IN MIND THAT YOU HAVE WITH YOUR TSPLOST PROGRAM.
THERE ARE MANY PROJECTS THAT ARE ALREADY ACCOUNTED FOR WITH FUNDING BUT THAT THERE ARE SOME THAT EITHER DON'T HAVE DEDICATED FUNDING UNDER THE CURRENT TSPLOST PROGRAM, OR PERHAPS THERE MAY BE A NEED FOR SUPPLEMENTAL FUNDS.
AND THAT'S WHERE IMPACT FEES CAN COME IN AS AN ADDITIONAL RESOURCE.
AND THEN FINALLY JUST TO PLACE THE SEA RELATIVE TO THE OVERALL PROCESS OF CONSIDERING AND FINISHING AN IMPACT FEE STUDY THAT COULD LEAD TO ADOPTION OF IMPACT FEE PROGRAM.
ON TONIGHT'S COUNCIL AGENDA THERE IS A TRANSMITTAL RESOLUTION THAT CITY COUNCIL CAN CONSIDER TO AUTHORIZE THE DRAFT CITY TO MOVE FORWARD TO THE ATLANTA REGIONAL COMMISSION TO INITIATE THE REQUIRED REVIEW PROCESS THAT IS UPWARD OF ALMOST TWO MONTHS IS WHAT DCA WHO HAS TO REVIEW IT TYPICALLY INDICATES THEY NEED FOR THAT.
AND THEN SUBSEQUENT TO THE TRANSMITTAL OF THE DRAFT OF THE PROJECT BASED DOCUMENT, THEN WE SHIFT TO THE FEE CALCULATIONS THEMSELVES AS TO WHAT COULD BE CHARGED TO HELP PAY FOR THE PROJECTS IN THE CI. THAT WILL REQUIRE US TO RECONVENE THE ADVISORY COMMITTEE WHICH IS WAS APPOINTED BY CITY COUNCIL. WE'VE MET WITH THEM ONCE, AND WE ANTICIPATE TWO MORE MEETINGS TO TALK ABOUT FEES AND WHAT THEY RECOMMEND.
AFTER WE FINISH OUR CALCULATIONS AND THEIR RECOMMENDATIONS WILL COME FORWARD TO CITY COUNCIL FOR THE FEE SITTING FEE SETTING DISCUSSIONS AND THEN A FEE SCHEDULE ABOUT A TWO PAGE FEE SCHEDULE WOULD BE PART OF A DEVELOPMENT IMPACT FEE ORDINANCE.
THE ORDINANCE WILL BE A DETAILED DOCUMENT OUTLINING HOW TO ADMINISTER AN IMPACT FEE PROGRAM AND WHAT THE FEES COULD BE TO BE CHARGED. THAT REQUIRES TWO PUBLIC HEARINGS UNDER STATE LAW.
AND THEN ULTIMATELY, THE CITY HAS APPROVED BY DCA AND THE ORDINANCE WITH THE FEE SCHEDULE, BOTH OF THOSE PIECES WOULD NEED TO BE LOCALLY ADOPTED.

WE HAVE CREATED A CRISIS RESPONSE PLAN. SO I WANT TO SHARE THAT ALSO WITH YOU.

WE ARE ORGANIZING MASS DISTRIBUTIONS TO FEDERAL WORKERS AND OTHER POPULATIONS IN CRISIS.
